5. Property taxes, based on speculative-boom values -

In spite of the heinousness of the guy getting the benefit, it looks pretty straightforward. The tax is supposed to be a percentage of the value of the property; if the property has been over-valued by the taxing authority then there is the right to challenge that.

I don't think any city council would give up that kind of income if they had any legal choice, so its probably a fair ruling. Which is what everyone has a right to.
