Progress can be made on reducing ordinary gun crime by reforming gun control laws... making the ones we have work better, and adding new ones if needed. My suggestion is that the NRA and anti-gun zealots be banned from the discussion, since both extremes are hysterical, obstinate, entrenched in their zealotry, and incapable of any compromise. The 96% of gun owners who do NOT belong to the NRA would be a good place to start, along with LEO, social scientists, and neighborhood leaders. Then take the proposal to the pols and zay " this is what we agree will work, pass this".
Understand it will only result in a reduction of gun deaths. Tight gun controls did not prevent Norway from happening, nor the shooting spree in Britain a few years ago. And it won't stop the majority of gun deaths, which are suicide.
