like the rest of the federal employees have - the equivalent of the "exchange" would be whatever providers are active in the state in which they reside, which is how ACA was eventually going to be set up. In fact, one would think that they would use the existing FEHB state providers as a starting point and add other insurers who may want to participate. I.e., the infrastructure is already there.
