Waste, fraud and abuse. Applicable to everything except the defense department, Medicare (because the people who abuse that system are the doctors and big medical centers), and the tax code as applied to the wealthy. These are people who go nuts if someone "scams" an extra $5 in monthly benefits, but the F-35? Shrug.
