The context does not matter.

It's stripping a child down to his underwear without a parent's knowledge or permission. That will never be okay.

No child should be subjected to that no matter the reasoning without a parent's knowledge, permission...most especially if they are not there.

Go ahead and tell your children that it's okay to take their clothes off in front of people when you're not there or without your permission. Let's see how well that goes when a sexual predator is encouraging them to do the same thing. You think a 10 year old will know the difference?
