Clearly Obama should have let extended unemployment expire.

What does that have to do with the tax cuts? Congress put them in the same bill.

Obama's options were sign or veto, and it was abundantly clear Congress was not going to pass a bill for only unemployment benefits before the new Republican-dominated house was seated. And there's no way in hell the Republicans would extend unemployment - in fact they have refused to do so since taking over.
