revenue MUST originate in the House of Representatives:
United States Constitution

Article I.

Section 7.

All bills for raising revenue shall originate in the House of Representatives; but the Senate may propose or concur with amendments as on other Bills.
Because of the number of votes needed and the toxic makeup from the right in the senate. nt mfcorey1 Jun 2012 #1
