17. I would do the following

1. Call the cops. (give them a very short time to arrive)
2. Continue to closely watch the dog. (break the window immediately if the dog is showing signs of stress or it is hot outside).
3. If the cops didn't show and/or the dog shows stress, break the fucking window.

Yes I would go to jail. The dog owner would brag about the day the bleeding heart liberal crashed his window when he later ran for President (Republican ticket), but I would be able to live with myself.

There is NOTHING that bothers me more than mistreating animals.

I even get mad if someone even jokes about hurting an animal.

Just yesterday my mom told me of a case of animal abuse. I told my mom I am against the death penalty except in the case of animal abuse. (yes, I know that is not a capital offense, but it fucking should be).
