can Obama allow any dispensaries or centers to remain open without influencing his DOJ as to which laws to enforce and which to let slide?

It makes no difference what the states do, federal law trumps state.

You can't argue that Obama and/or his DOJ don't pick and choose which laws they wish to enforce or not enforce.
