68. Funny, but I remember when this came up in 2009..

and liberals pushed for more revenue sharing w/ the states to avoid precisely this issue, but, of course, we were completely shunned by the brilliant economic gurus in the White House.

Unlike the Fed Gov, states do not have a choice when it comes to spending. They are currency users and must work within the confines of a balanced budget. These are things that any economics undergrad could understand, but apparently the concepts were too difficult for the people managing our national economy.
