Besides the difficulty with categorizing who might be considered a "liberal," there's also the problem with what "approve" might mean. Does it mean "approval" of each and every program and policy? Is it "approval" over against some hypothetical non-existent Republican administration? Or "approval" against the possibility, however unlikely, of a Romney administration?
The number just gets thrown out there without too much else, and it seems to be brandished as a hedge or a warning against voicing too much opposition to the administration, or to paint such opposition as "outside" where all the kool kidz are, which seems to be a realm where trimming the Constitution to fit this year's fashion is an honorable and ongoing activity.
