The identification with power and authority is its own reward. They don't really expect to be rich. They expect to occupy the same moral space as rich people. (Yeah... I know.)
Think of the peasant who expected and desired his king to be covered in ermine and gems, and paid stiff taxes to accomplish it. That peasant never expected to be king, but he identified himself with the establishment so that the splendor of the king was a reflection on his own cosmic worth.
