It is one the repblicans use so frequently it is pathetic.

1) restate the question
2) try to relate it to some puff piece
3) slip in a right wing talking point
4) explain why it is really a problem for the democrats
5) talk pedantically about how the wealthy are the source of all good in the universe
6) answer the smallest, narrowest part of the question in an indirect way.
