6. federal government cannot require purchase photo-id for federal elections

First, it cannot do as it can be interpreted as poll tax prohibited by 24th amendmed

Second, you can argue that it is in state purvue to decide the exact manner of how election are to be held in the state and the state can require a photo-id, but, due to 24th amendmend it is probably need to provide photo-id for free for those who do not need driver license.

If your point that ring-wingers pick and chose what is unconstitutional and what is not, nothing is new here. Scalia rules for expansive interpretation of interstate commerce clause in Gonzales v. Raich, because he hates drugs. Then he rules for restrictive interpretation in Lopez, becase he loves guns.

Don't search for consistency there. None to be found
