It appears intended to finish off the entire "Nazi Ukraine Neocon" narrative by making this flyer appear to be the work of the "pro-Russian" side.
Both sides (Ukraine and Russia) have a long history of anti-Semitism, which I've always been acutely aware of since my grandparents were from Ukraine (the western part near the Dnestr River). But from a purely tactical POV ordering Jews to register would be a stupid thing to do at this time, even if they intended to do it eventually. As someone said upthread, it would almost guarantee NATO intervention.
And which side would benefit from NATO intervention?
