1. I believe the opposite, that it is decreasing, but being reported MORE.

Prior to the internet and 24/7 cable news, most of these incidents, if reported at all, only made it to the local news. Combine that with average people having cameras in their phones and other easy means of recording these incidents, which makes it much harder for the police involved to cover up these incidents.
