Ammonia, at room temperature and under normal pressure is a gas, that is true. But what people use is a solution of ammonia dissolved in water, which is called ammonium hydroxide, even though at concentrations normally used, it exists as ammonia molecules dissolved in water.

For example, a 1 mol per liter solution of ammonia in water has about 95% in its normal, un-ionized form, and about 5% in the form of ammonium hydroxide.

If meat is subjected to ammonia in its gaseous form, it will dissolve in the water present to form some ammonium hydroxide. It's all the same stuff. You're basically eating Windex (the older formulations, anyway).
