This is a good proactive move that can be built into momentum. I like that Obama put pressure not only on Congress, but on states, too. He called on Governors to follow his lead.
There were a lot of great points to his speech. Honestly, probably the most optimistic and forward thinking SOTU I've heard since the Clinton years.
