13. That's sleet.

Sleet is rain that freezes on its way down into hard little balls of ice that clump together in a layer. It's much worse than snow in its effect on driving conditions.

I was living in Atlanta in the late 1980's and while I was there we got a couple of inches of sleet that promptly froze solid. The city was shut down for days then, too.
