Dan Gilbert (Quicken Loans/Cleveland Cavs) and Mike Ilitch (Little Caesar's Pizza/Detroit Tigers/Detroit Red Wings/MotorCity Casino) have been buying up a lot of the depressed properties at bargain basement prices as per the Shock Doctrine.
