Mentally ill younger teens and disabled children with behavior issues, but overreacting with violence certainly isn't the answer.
Cops need to be trained better to deal with people who are "different", ill, etc. Otherwise, more lives are at stake.

I have never broken any laws but I have to tell you I feel unsafe around police enforcement.
