limiting those terms already exists - we just don't use it.

Eddie Murphy made the movie "The Distinguished Gentleman" where his character ran and was elected on the slogan of 'vote for the name you know', where he (Murphy character) had the same last name as a recently deceased congressman. He won.

Incumbents have a success rate for reelection of about 90%, and they are aware of that statistic. About the only way one is replaced is through an untimely death, or retirement.

This is fairly consistent from the local level to the national. We tend to keep 'the name we know.'
