20. The numbers are theoretical, but the premise is basically accurate.

The only question is where exactly the lines would fall. It's possible tips would be high enough that the good server and the bad server would both lose the same amount of pay, but if the tipping is anything less than $10 an hour for bad service, then this would essentially be subsidizing the bad service.
