Political capital must be spent to be useful, and will generally expire by the end of a politician's term in office. In addition, it can be wasted, typically by failed attempts to promote unpopular policies that are not central to a politician's agenda
Going after Double Dumb would have divided the country and been seen as partisan as the debt crisis bullshit the repugs wasted their capital on following the mid-terms. Speaking of which, after pursuing the ACA the Repugs made gains in the house and senate. Obama was out of capital following the passage of the ACA and the repugs made gains.
So again, I feel he did as he always does, and made the best decision for the country
