Obama does NOT want to "cripple" SS and Medicare. He wants to reform them to make them more viable.

IMHO the best way to do that is to raise the caps and also apply them to Capital Gains - but that is considered "a tax increase" that Republicans will never go for. Therefore, GOTV is even more important in 2014 to get a Dem majority in both houses.
