Yes, it's the smoking gun. However, the red-shifting is not unlimited. Democrats can win, but have to do so by more than six points to be declared the winner. See RichardCharnin.com for the documentation and:

This is a lot of statistical evidence. The bottom line is that Rove has been shifting the votes toward his Republican candidates by about six points and the statistical evidence of this, including the scientific exit polls on file at the University of Connecticut, is conclusive beyond any doubt. Steve Freeman from the University of PA wrote a book on the exit poll discrepancy in the 2004 election which takes apart point-by-point all the flack that was thrown out (again coordinated by Rove) to discredit exit polls and defame those who recognize scientific exit polling as the international gold standard for the detection of election fraud.
George Soros is the major funder of both Democratic candidates and progressive causes. He will not fund the investigation or civil or criminal prosecution of election fraud, however.
