I think there were probably some other elements involved but Cheney was running the show. He's a ruthless SOB and the Supreme Court handed him the keys to the most powerful military the world has ever known...and he wasn't afraid to use it.
Of course, greed like that cannot be openly portrayed. Cheney and the neocons hid behind the American fear of 9-11 and the crackpot philosophies of "Partnership for a New American Century" (PNAC) and opened the gates of hell that lead us to the New Conservatives AKA Tea Party Patriots....they are only the cover for the multinational rape that is now taking place.
Cheney would make a good James Bond villain ....he wants to conquer the world...for fun and profit.
