4. That cop knew that he was in the wrong

The motorcycle driver could have very well reported that the officer was responsible for the rear end collision, which wouldn't have gone well for that officer.

So the cop bluffed his way into making it as if it was the motorcycle rider's fault.

The cop used a lot of intimidation right off the bat in order "take control" of the situation. That's what they do, intimidate people.
