you used to be able to apply for a pardon (the vast majority were granted) and then all was a-ok to travel to the US. Those stopped not too long ago...but I find it hard to believe this guy didn't apply for a pardon before now. Strange. But no matter...it's still a dumbass rule for both countries (as you said, it's one of those laws that works both ways...)
