Once the money becomes the property of the US Government, it then pays what IT owes.
So, "you" are not giving "your" money to anyone so why would they come to "you" asking for it?
"They" receive "their" money from the US government.
Do you also worry about what the electric company does with its money when you pay your electric bill?
That being said...the EIC is a very effective stimulus to the economy.
A friend I know isn't buying drugs, getting her nails done, or paying for her cadillac when she gets her tax refund. She is using it as a down payment on her first home.
I would venture to say that I would not deny the folks in our midst that are low income the ONE opportunity that they have a year to feel like they can make a significant purchase or maybe catch up bills or whatever it is that they want to do. Why would you deny it?
