I can think of no sane reason for military exercises, such as this, over civilization populations in this country, without plans in place to make it real at some future date.

Can anyone imagine the chaos and the resultant response, the first time the military uses live fire against anyone or group in this country, in a city somewhere?

Can't win elections? Take over and run things anyway.
