31. Who does the funding? The house. that is why the need to win the house back is important.

Personally, I myself would get rid of private schools,and just have public schools, with rotating teachers througout the district every year, to ensure all teachers teach everywhere, but I am wise enough to know that will never happen.

One can only work with what is there to be worked with.
