2. DoD is audited

My brother worked for them for years. That they get audited is not the issue, the real problem is that they keep the number of auditors very low so that they have to rush through things. The other huge issue is that they 'settle' with those found ripping off the government for pennies on the dollar and a promise not to do it again (which is always ignored). The final big issue is that auditors tend to go to work for military contractors after leaving DoD to show them how to hide stuff from being found.
