(10,942 posts)I think the criteria used should be how many rounds a gun can eject with a single squeeze of the trigger and no other action done to prep for firing of more rounds. The definition should also cover any appendage that allows the rifle to meet the rounds firing standard stated earlier.
I don't think Adam Lanza would have been able to kill 20 children and 6 teachers and administrators as quickly as he did if he was using a reduced capacity gun that he had to reload to continue killing. If Lanza had a limited capacity gun that he had to reload, some kids that died may have had a chance to escape, and Lanza would have heard the sirens that caused him to kill himself before he killed the number of people that he killed.
On a personal level, I see no reason why a civilian should have a gun that fires more than 10 rounds before reloading. If one looks at a defense in the case of a home invasion, the expectation should be that a person protecting their home has taken time to learn how to aim shots accurately. A person spraying bullets wildly about stand a chance to hit un-intended targets like relatives, neighbors and friends.
