which means that there was likely not proof beyond a reasonable doubt.

A teacher was fired after an investigation, so "something" likely did happen.

Since all the children in the class were developmentally disabled, it is possible that charges were not filed due to that fact.

There is a lot we don't know. Yes, this is a civil suite to collect money. But we certainly don't have enough information in this case to say "Our civil court system is broken." The civil suit may or may not be without merit.
