n some areas, the ranges of IQ, emotional maturity or behaviors are not separated. Children not prone to violence or acting out because they are working on just being able to function - carrying out a conversation, writing or reading being a huge challenge, reading a clock, knowing how to tie their shoes or those who need care such with tolieting or in wheelchairs, are bullied and abused by those who are much more capable physically and mentall. They are troubled as they come from homes where they are abused and act it on other children unprepared to handle it.
The lesser capable are the perfect victim, unable to express and resist being bullied or attacks, verbal, physical or sexual. Budget cuts, a sense of disrespect and nepotism result in administrations who will squeeze all of them together for the higher payments from their state for disabled education. They are denying them the education the IDEA mandates.
Since this appears to be a private school, there is no basis to force them to obey the mandates as public schools are required to do. But even those can fall down on the job as parents of other children resent the high cost of trying to get them ready to meet society as adutls and funds are cut mercilessly. Yes, things happen.
