6. It takes time

San Francisco is now completely run by the Chinese community. We have a mayor, Ed Lee, who is Chinese, five of the eleven board of supes are Chinese (or asian in general: some could be korean), only one of the eleven supes is a generic WASPy kind of guy, Mark Farrell. There are two, possibly three hispanics, one african-american, and one jewish supervisor. It took close to 100 years for this to transpire, from the reconstruction after the 1906 earthquake, the Chinese community in San Francisco took the opportunity that the quake opened up to re-create a community they called their own. Chinatown, at that time, was prime real estate. The whites wanted to move the Chinese to south of market, but the Chinese banded together and made sure that Chinatown was their own by erecting buildings with Chinese motifs and forging a strong alliance among the asians in the community.

You can't just assume that once you have enough people, they will know what to do to obtain proper representation.

So, in due time, Congress will accurately represent the people.
