Teflon coated bullets are gone, and Teflon was never the issue, it was the steel bullets. Those are effectively gone.

Hollow points are actually safer in terms of over penetration in self defense and law enforcement situations. They are the most humane bullet for hunting. Fragmenting rounds like Glazer further reduce overpenetration and danger to people other than the target.
