91. He only raised the hammer when he reached the police officer, who didn't move

The police officer seemed to have been, idiotically, 'standing his ground'. That is not just unprofessional, it's incompetent.

Police officers are trained to defuse situations. These guys (the one who didn't retreat especially) have ignored all that, and gone straight in to the deadly confrontation.
