that the City of Chicago has merely proposed to pay with certain attached conditions. Notwithstanding the language, the City of Chicago has not "agreed to pay."

As observed by one of the jurors, "the proposal is still another attempt to keep the 'code of silence' in place ..."

The details of the proposal haven't been released but it is likely that the City of Chicago is threatening to take an appeal unless certain conditions are met.

It's possible that the City of Chicago, as corporate defendants have done in other cases, is demanding, as a condition of the proposed settlement, that the attorney who had the skill and tenacity to pursue the lawsuit not accept other clients and represent them in similar blue-wall-of-silence cases. It is possible that the City of Chicago is demanding that victim and her attorney not cooperate with other Chicago police victims and their attorneys.

If the City of Chicago truly "agreed to pay" in an unconditional manner, it would appear that there would be no justiciable issue. I.e., there would be nothing for the Court to rule on.
