The contracts the government has with the prison system promise that the government will keep the prisons at least 93% full. (the number varies with the particular contract but it is always in the nineties) If they don't, the government is obligated to pay huge penalties to the company.
Your government is contractually obligated to a half-dozen corporations to incarcerate a minimum number of its citizens. That is what this comes down to. Yet our "representatives" turn a blind eye.
