33. Term limits haven't worked well in California.

It takes at least a term for a legislator to just learn how the system works and who everybody is and what to expect from co-legislators. You just can't put 50 people who don't really know each other in a room and expect them to govern well.

We would open ourselves up to chaos and ultimately a dictatorship if we sent neophytes, all neophytes to our legislatures, say every eight years. (That would be four two-year terms.) Our legislators already rely on lobbyists and career aides to write legislation. We need experienced lawmakers as long as they have integrity and are energetic and healthy and honest.
