12. From the start--put congress on alert

Unlike the senate, the house is always in election mode. Obama can play chicken with the repubs in the house--he's got much less to lose than they do. This is exactly when he should force them to publicly and clearly denounce the middle class or work with him. It is possible that some of the gamblers and dim-witted among them may think that they can get away with holding congress hostage, but at least some (enough to get bills started) will worry that in a stand-off, they, not Obama will get the blame when things get worse.

Worse, (for them) is the prospect of the economy getting better and not being in a position to grab at least some of the credit. The President should ask for exactly what he wants, then just sit tight.
