It would be more effective to read Arizona law. Find out what the checks and balances are on provisional ballots. In Ohio, adjudication of provisional ballots is made at a public meeting. Each voter is also given a means to verify that their ballot was counted. I know Arizona law is similar as to the personal verification; I couldn't easily find information about the process of adjudication.
Calling for processing the ballots by the 13th, when they are not required to process them until the 16th is probably not as effective a use of resources as actually showing up at the public meeting (if adjudication is done at a public meeting) or organizing drives to encourage everyone to verify that their ballot was actually processed.
