If you ask a mentally ill street person if they want to stay indoors, they might respond in anger, saying that they don't want to be locked up, even though they can come and go as they please.

That's the illness speaking.

Homeless shelters are also places where the strong prey on the weak, many homeless avoid staying there for that reason.
