The Federal Reserve is the consortium of private banks that act as primary dealers in US Treasury bonds, i.e; the Federal Reserve banks are responsible for purchasing and reselling US Treasuries which finance the Federal government. When China stopped by US bonds, the Fed steps in and buys the surplus.

Historically, (before the great motherfucker Reagan) the US only went into debt during war time. Therefore you can see how someone can jump to the conclusion (however illogical) that banks push for war because they can make money off lending to the government.
