Bipartisan Bill and Obama Speech to Put Spotlight on Gun Safety

Source: NY Times

Gun safety, just a year ago a third rail of American politics, will emerge as a central legislative issue in Washington this week. A bipartisan group of senators is close to finishing consensus legislation to enhance background checks on gun owners – which may well emerge as the chief Senate bill on gun safety – and President Obama will press his case for new restrictions on guns in his State of the Union address before Congress, where victims of gun violence will be peppered throughout the audience.

On Tuesday, the same day as Mr. Obama’s speech, the Senate Judiciary Committee will hold its second hearing on gun issues, focused on assault weapons. Also this week, some outside groups, including the one founded by former Representative Gabrielle Giffords and her husband, Mark Kelly, will release advertisements aimed at lawmakers who may be on the fence about how – and if – to support new gun safety legislation. (Giffords Eases Steadily Into New Life, and Cause, Feb. 10)

Most significantly, a group of four senators – led by Charles E. Schumer, Democrat of New York, and Tom Coburn, Republican of Oklahoma – is closing in on an agreement over how to expand background checks to people who acquire guns through private sales, roughly 40 percent of all purchases.

The measure would increase the background check requirement and also force states to comply more effectively with the National Instant Criminal Background Check System by speeding up penalties for those that do not.

1. Even though it may not have had any impact on Sandy Hook, revamping the NICS is a good idea

A better NICS system could have prevented Virginia Tech. But this means that the gatekeepers have to be held accountable, too.

2. I think it should be about responsibility. Who is going to step up and say, no, gun owners should

not be responsible. The story is that most gun owners are responsible. OK, so let them BE responsible. A registered owner should be partially responsible for how the gun is used and where it goes. If he sells it, he should arrange a background check and a new registration. He should get a bill of sale identifying the new owner, and keep that document in a safe place.

What if the gun is stolen? No excuse. Make sure the gun is not stolen. Use security cameras, alarms, etc.

What about when the owner dies? Next of kin become responsible.

Guns are not toys. Anyone who owns a killing machine should be held seriously responsible.

3. Just repeal that stupid 2nd Amendment! There'll be less gun violence when people stop thinking they

have a "right" to own how many guns they want.

5. very little

It seems pitiful to me that so many including children have to die and all we do is background checks. Wake up people. It is the ability to to convert these military resembling weapons to very high rates of sustained fire that allows the cration of the terminators on the streets , in the malls, and in the schools. Background checks are good but it is the equivalent of letting the brother of a crzy buy a gumn and his brother have access. Lets get rid of the high capacity magazines- no one needs more capacity than five rounds in each. Lets get rid of bump feed stocks , belt driving conversion, and drum magazines. If we do not do this. We will see even higher death tolls as the crazies improve both their weapons and their tactics. There is no valid purpose for these except mass killing.Stallone knows we should keep Rambo off the streets and we should understand that.
Background checks are just too little to solve the problem.
