3. A majority is not enough

They have to have 60 votes for some ludicrous reason, put in place by the corrupt republicants.

4. Senate rules - The motion to proceed (to a vote on the bill) needed 3/5 of the Senate's support -

Required For Majority:
3/5

No need to apologize, it's a convoluted and at times confusing procedure. For example, Sen Reid voted Nay, probably as one of the last votes. That enables him to recall the issue.

2. I could just weep

Such a small thing to ask. Who is buying our politicians? Who is purchasing the elections? But we cannot even get that small thing with a majority vote. Oh God.
