they really don't understand what is going on. Even yelling at them is crazy IMHO unless they are about to step off a cliff or some of the things toddlers do that are dangerous. I get upset every time I see a mother scolding a two year old about something that child has no idea what she is talking about. They are too young to understand why they were bad.
