Her position requires her to refrain from participating in partisan political events like conventions. She represents the United States of America not the Democratic Party.

That would be my guess..

and although everyone knows she a Dem, she probably wants to stay out of the political fray. But would love to see her give a speech...she'd teach Rmoney and Ryan a bit about foreign policy.

Has nothing to do with her in particular - that's just the way it is for all Cabinet officers. They are supposed to stay out of partisan politics.

That leaves her out in 2016.

But I am sure that won't stop parts of DU from blathering about Hillary in 2016 ad nauseum in spite of her expressed intentions.

Sorry, my friend. Maybe it's time to embrace the horror of no Hillary in 2016.

Or, better yet, let 2016 rest for a couple of years. Instead, there seems to be a more pressing and proximate election.
